在java 程序中调用xml文件出现的问题

File file = new File("TUconfig.xml");把jar文件和xml文件放在一个目录下，有时报错说找不到xml，有时就不报错.比如放在桌面上,它就有时提示，Error : java.io.FileNotFoundException: C:\Documents and Settings\Administrator\T
Uconfig.xml (系统找不到指定的文件。)不知道为什么，请高手帮忙
