jsp－通过超链接打开文件问题

我想点击文件名，然后通过超链接直接看文件内容，应该怎么办啊？

    这方法试过了，报HTTP Status 404 - /example/psbg/serialver.html－－－－description The requested resource (/example/psbg/serialver.html) is not available
    顺便说下，我用的是相对路径。
