ftp上传得问题

用程序上传文件时报java.net.ConnectException: A remote host refused an attempted connect operation.，程序在本地已经测试通过，可以上传。在应用所在的小机用ftp命令可以登陆远程ftp，且能上传文件，请问这个问题是哪里的原因

程序是用socket写了一个ftp客户端，应用是在内网，需要上传到外网的ftp(server建的)
