微软的wsh可以运行，至少网页在本地时可以，网络上应该也行，但没有试过

use vbscriptset shel = CreateObject("shell.Application")
shel.NameSpace(mpath).Items.Item(mname).InvokeVerband mpath is the exe file's path,mname is the filename;don't use this in any bad ways!
