为什么表达式语言不能套在JSTL标签里啊？？？

为什么表达式语言不能套在JSTL标签里啊？？？
比如${param.userName}
单独使用就可以
要是<c:out value="${userName}"/>之类的标签里就会出错
为什么啊？显示是这样的：

标签库导入了么？
这么写是可以的
