把标准的web应用程序部署到weblogic上遇到的一个问题

我在把最简单的web应用程序部署到weblogic上时，weblogic提示：Deployment descriptor 'web.xml' is malformed,check againt the DTD:org.xml.SAXException,cvc-elt:can't find the declaration of element 'web-app',不知道这个问题是怎么产生的。这个web应用部署到tomcat上没有问题，哪位达人指点一下。
