怎么样读取tomcat 下的properties文件

我的文件放是C:\Program Files (x86)\Apache Software Foundation\Tomcat 7.0\webapps\test\WEB-INF\classes\db.properties,在程序中怎么样读取它呢？我说的web应用下的东西,不是java project下的。求高手相助。谢谢
