系统：windows server 2003
开始-运行-cmd
进入tomcat目录，运行startup.bat
错误如下：
Neither the JAVA_HOME nor the JRE_HOME envivonment variable is definded at least one of these environment
variable is needed to run this program在系统环境变量path中配置了jdk和jre的路径，不管用（以前就有jdk路径，jre后加）
在netbeans中可以运行，网站都开发完了，但一直纠结在这个TOMCAT中，望高手解答，谢谢！！
