我认为你的问题与jdk1.3或1.4无关，但以我的经验无法判明问题出自哪个地方.
我的环境为window2000+apache1.3.19+resin1.3.b1+jdk1.3,而类似的问题我也遇见过，但我都已解决.
朋友，你的问题与html语句有关.font置标内奇怪的字符是仅仅设定字符集不能解决的！最好将之改成英文或汉字.
教你一个傻方法，就是到“控制面板”里把时区改成美国（美国英语），然后就重起，一切ok，连<%@ page contentType="text/html;charset=gb2312" %> 都不需要了，此方法可以解决一切中文问题

String temp = request.getParameter("error");
String error = new String(temp.getBytes("ISO8859_1"),"GBK");我自己写的jsp里面就是这么用的，一切OK
