openssh密钥不匹配问题

SSH版本为7.5p1 ssl版本为1.0.2K 
这台服务器需要ssh一些linux主机和网络设备，目前配置文件如下
访问网络设备正常，LINUX主机报错如下：

请求如何解决，因本机为堡垒，有1000多个用户，请问如何修改可根治、谢谢！
