存储过程无法向数据库中插入值

在游标外面增加    begin transaction MonthRainfall 事物在insert和update后面，增加
if @@error<>0
     begin 
         rollback transaction MonthRainfall
          raiserror 99999 '错误1'
         return -1
     end 在最后结尾增加    commit transaction MonthRainfall
结束事物
