我理解的dba应该是和一个应用系统要用的数据库的生命周期联系在一起。
主要任务包括：
设计
创建
维护
一个真正的dba是能根据系统需求设计出结构合理，效率很高，编程方便的数据库结构，包括视图和存储过程。
并且在系统正式开始运行时，创建出设计的数据库，定好所需的物理空间，使数据库的配置达到最优。
而在系统已经开始正常运行后，还要保证数据库的稳定运行，并根据数据量的增加来不断优化数据库，调整参数和配置。维护是dba最关键的工作，主要分为优化和备份。
优化是使数据库运行得更快；备份是使数据库更安全。
至于其它象用户管理等等，在很多环境下都用的不多。
