That's a simple question. You just need simply set license of the WinNT SQL Server 7.0 as Per Seat. All will be OK!(Modify the License type in NT Management Tools)

SQL Server7.0 Desktop installtion is per seat by default,and SQL 7.0 Standby installtion is per server by default. the publication must be running in per server when the subscriber is running in per server.and the publication is not limited when the subscriber is running in per seat.
