mysql 修改配置和密码时，Apply security settings总报Error:1045

if a personal firewall is runnung on your machine,please make sure you have opened the TCP port 3306 for connections. Otherwise no client application can connect to the server.After you have opened the port please press [Retry] to apply the security settings.这个是不是提示3306 port端口被占用还是啥，为啥总修改不掉配置？会有哪些原因啊，搜了好多方法，可是没一个能说到点上的。
