cognos8.2连接ORACLE10201报障 CM-SYS-5099

我用cognos8.2连接oracle10201，创建cognos用户，config能通过test除了邮件服务。
在启动服务时，cognos下用户增加了68个表。
但到最后，还是报了错，服务无法启动，报障信息如下，请各位高手多多指点下，谢谢
数据库字符集是用安装时默认的UTF-16,class12。jar已经拷贝过去了[Start Service]
