请问怎么在pl/sql里通过单步执行调试程序？

我在pl/sql里写的函数，想通过单步执行调试程序。
可是debug菜单下的start/run/step into/step over/step out/run to exception/set variable都是灰色不可用的？
在什么前提下可用？
