请问为什么Oracle监听后会有大量的等待连接？

 Oracle 10g, 一个数据库实例， 有一个tcpServer负责将收到的数据写入数据库，同时还运行Tomcat，使远程用户能够通过网页访问数据库里的数据。但运行netstat时服务器刚刚重启，没有用户访问网页，同时TcpServer也没有收到数据。请问这种现象是正常的么？ 因为现在数据库时不时的变得很慢（主要是网页访问时体现出来），正在查找原因。多谢！
