ORA-12560: TNS:protocol adapter error错误

You need to startup the service first ( go to services to startup ORCL service)
and then startup instance ( go to svrmgrl or sqlplus to startup it)

我如果启动了这个服务(OracleServiceORCL)，就等于直接启动了数据库。

With the Partitioning option

SVRMGR> startup
ORA-01081: cannot start already-running ORACLE - shut it down first
