Problem with Arabic language in Oracle

I maybe cause by your character on local machine. see DIFFERENCE between two windows's registeration.
1. start --> run --> type "regedit" to go to windows's registeration.
2. HKEY_LOCAL_MACHINE --> ORACLE --> NLS_LANAGUE --> to see difference.
