请问OMS服务无法启动是为什么？

检查Oracl服务和监听启动了没有？

    oemrep数据档案库起动了，监听器也启动了！

    有时可以起动，有时不行，现在就怎么也起动不了。提示说：可能是windows内部错误。
    请问什么，我已经重装过了，还这样。是不是什么端口的问题？？？
