1.Verify that the SID_LIST section of the LISTENER.ORA file and the system identifier (SID) in the CONNECT DATA section of the TNSNAMES.ORA file are correct. 2.Check that the program name specified by the PROGRAM parameter in the SID_LIST section exists in the /bin directory or specify the path for the program name. 3.Verify that the user has adequate privileges to access the database.
