asp.net 访问oracle报ORA-12154: TNS: could not resolve the connect identifier sp

练习oracle 在自己电脑上装oracle服务端和客户端  
 Win7 64位环境  安装了64位Oracle11g服务器   但是需要用pl/sql就使用了绿色免安装oracle32位客户端 
 现在情况是sqlplus、pl/sql都能正常登录连接  就asp.net程序里连接报ORA-12154: TNS: could not resolve the connect identifier..
oracle安装目录是C:\app\Administrator\product\11.2.0\dbhome_1\......
32位轻量级客户端安装目录是D:\instantclient_11_2\...

各位大哥大姐 大叔大婶们 这到底是什么问题啊
