php执行shell脚本的问题

脚本命令：/home/center/wuchuan/web/get_user_bandwidth.sh 13669426412 
直接在系统上是可以显示结果
但是在php使用shell_exec没有结果返回，使用exec执行状态返回1
求解啊脚本是用tcl写的，使用了数据库查询
/home/center% /home/center/wuchuan/web/get_user_bandwidth.sh 13669426412

似乎tcl执行结果都是返回1的
我试了，只在头上加这句#!/bin/sh
# the next line restarts using tclsh \
exec tclsh "$0" "$@"
puts "test"exec执行结果也是返回1
