MYSQL服务关闭问题

我是个菜鸟　我想问下　我装了ＷＡＭＰ　　在ＷＩＮＤＯＷＳ的服务上也启动了ＷＡＭＰ－ＭＹＳＱＬ服务
　我想照着书上试着关下ＭＹＳＱＬ服务　　输入下面的代码
F:\usr\local\mysql4\bin>mysqladmin -u root -p shutdown
Enter password: *****
下面出现
mysqladmin: connect to server at 'localhost' failed
error: 'Can't connect to MySQL server on 'localhost' (10061)'
Check that mysqld is running on localhost and that the port is 3306.
You can check this by doing 'telnet localhost 3306'我又输入这个'telnet localhost 3306'
又出现下面这句话
正在连接到localhost...不能打开到主机的连接， 在端口 3306: 连接失败我都糊涂了　明明连上怎么说我没连上啊
