php系统下载下来有些文档是乱码，运行也是乱码

数据库用utf-8 general ci了的，运行出来也是乱码，header里也是utf-8,麻烦了哈

    1.库编码utf-8 general ci
    2.表编码utf-8 general ci
    3.set names utf8
    4.代码文件编码unicode-utf8
    5.页面输出编码unicode/utf8（可以直接浏览器设置一下）
