vb打包后comdlg32.ocx问题

我用Setup Factory 6.0生成了SETUP.EXE文件
将comdlg32.ocx安装入系统文件夹System32文件夹中.如果文件存在永不覆盖存在文件.我试着选择永远覆盖存在文件.但是在安装过程中报错说文件正在使用.在永不覆盖情况下安装成功.但是报错.错误代码如下:

旧文件覆盖也会遇到文件正在使用的问题。解决的方法是，让用户安装前关闭所有程序，另，你的安装程序不应使用该控件。
