WinSock问题

本人在看WinSock时有一点不明白。
if winsock.state<>sckclosed then winsock.close
为什么要把winsock关闭掉再Listen
一直开着不好吗？
还有Accept方法具体在干什么？我看了MSDN但不是很清楚。
望高手指教。
