简单。到微软哪里去查Q196342这样的问题代号

今天编COM。用到IActiveDesktop。他让我去查Q196342。
这个东西好像是微软给一些问题的编号。但是我到哪里去查呢？我在本地的MSDN（可能老点，两张光盘的那种）何微软网上搜索都没搜到。
请大家指点。最好能再详细介绍一下微软的这个编号机制。
