modern NIC MAC can be modified which is stored in EPROM of NIC if NIC miniport driver is your production, you can prevent from editing MAC. or dirty method, hooking NDIS function call, but i think it is not an interesting thing. MAC in registry just a cache for MAC.

但是硬件的mac地址是不变的，当然也可以用软件刷新eeprom
适用于98，2000，xp，但是mac有几位地址不能乱改，否则不能上网
linux下也可以改
