GetDlgItem(ID_FILE_OPEN_DBtool)这一句是不是有问题呀...
这个按钮是对话框的子控件吗?单独为一个工具条的某个按钮这样子加TOOLTIP好象有问题喔.
我记得整个工具条拥有一个TOOLTIP对象喔.

void CToolBarCtrl::SetToolTips( CToolTipCtrl* pTip );
每个按钮的TIP文本可以写进资源文件,你用TEXT方式打开资源文件进行编辑即可...也可以重载OnToolTipText为各个不同的控件提供不同的TIP文本,重载以下消息
ON_NOTIFY_EX_RANGE(TTN_NEEDTEXTW, ID_HEAD, ID_TAIL, OnToolTipText)
