exe和dll下载时被默认为不安全文件，不允许直接下载,服务器或者本地都有安全设置，你可以朝这个方向思考

Either the application has not called WSAStartup or WSAStartup failed. The application may be accessing a socket that the current active task does not own (that is, trying to share a socket between tasks), or WSACleanup has been called too many times.

也可能是webserver里对文件类型做了限制，dll/exe不允许下载
或者本地的安全软件禁止程序创建dll/exe文件
