oh , i think that might be ascii but the order not between 32..127
it's a chinese character, so the code look like that, indeed they'r 
chinese, use ansistring type to cope with it and it maybe include EOL(end of line =#13#10) tag. see indy source code and trace it, indy have so many bugs, you should fix it by yourself

这是quoted-printable编码，很多E-mail Client都用的。它把一个汉字拆成两个字节，中间用等号隔开。要解码很简单，把等号去掉，把前后两个字节合并成一个汉字即可。
