to use <%# ... %>, you need to call parent control's DataBind() method, in your case, tryLabel1.DataBind();orPage.DataBind();
<%@......%> is used to specify settings used by the page and user control compilers<%=  ... %> is similar to <% Response.Write(...) %>, the old ASP style of outputting
