我在其他的Windows 2000系统里安装没有该问题。

这好象不太可能啊
你用的是什么版本的InstallShield

对啊，我的安装程序里有‘…\Layout.bin’和Setup.inx 这两个文件啊。并且在其他电脑可以安装。
