 ShellExecute(handle,'explore',PChar(MailURL),nil,nil,0);//MailURL为你指定的网页
                                                         //explore参数有时用open

怎么什么反映都没有？

应该是：ShellExecute(handle,nil,PChar('www.sina.com.cn'),nil,nil,0);

是啊，其实你用的第二个参数nil默认就是open,即：
           ShellExecute(handle,open,PChar('www.sina.com.cn'),nil,nil,0);
