commons.httpclient.HttpClient空指针异常

以上是我实现抓取网络取得手机号码归属地的测试程序，用的是commons-httpclient-3.1包
调试main方法总是报错 Exception in thread "main" java.lang.NullPointerException
at com.sms.tool.getphonecity.MobileFromUtil.getMobileFrom(MobileFromUtil.java:67)
也就是 new HttpClient();   的时候报错，很费解。
