使用网络服务名连接Oracle时为什么更换IP之后才能连接上？

使用sqlplus system/oracle@lteomc
连接lteomc数据库
总是在cmd端没有反应 查看NETWORK/ADMIN下LOG日志
sqlnet.log日志中显示:***********************************************************************

但是在更换IP之后，再将IP换回原来的就可以连接成功请问这是什么原因？不吝指点 多多谢
